What happened at the government's big infrastructure announcement? February 3, 2020

The government made a rather large announcement last week in the shape of 8 billion dollars. It is part of their intended 12 billion dollar spend on infrastructure they signalled at the end of last year. The remaining 4 billion will be administered in the budget.
