Should the government shift to a variable subsidies model for tertiary education funding?

The Productivity Commission has proposed that the government should shift to variable subsidies for tertiary education funding.
95bFM reporter, Kelly Enright spoke to Productivity Commission chief Advisor Kevin Moar about the report. She started by asking what the proposal actually recommends.

bFM’s Joel Thomas also spoke to Jonathan Gee, the president of the New Zealand Union of Students Association, about the problems he has with the proposal. Gee believes variable subsidies will disadvantage lower-income students and imply the sole purpose of tertiary education is to get students into the workplace.

Ngā Tangata Microfinance

In December it was reported by Child Poverty Action Group that ethical lending schemes should be a model for adoption nationwide. They referenced Ngā Tangata Microfinance, a not for profit organisation designed as an alternative to the more merciless loan shark type models of lending companies.

Loan sharks often force families into an endless cycle of debt. Ngā Tangata Microfinance on the other hand provide no-interest loans to qualifying clients for family well-being and relief from high interest debt. A report from the organisation says this type of loan has improved people’s well being and reduced stress. It is estimated the loans have saved recipients collectively over a million dollars in interest and other charges. Lillian Hanly speaks with Robert Choy, the Executive Officer of the organisation.

Treasury's modelling on unemployment and capitalism with Rod Oram: April 17, 2020

On Tuesday, the Treasury announced some unemployment figures based on modelling from different scenarios relating to the Covid19 pandemic and our subsequent rāhui.

The scenarios show:

  • That unemployment can be kept below 10%, and return to 5% in 2021 with additional Government support. Work is already well advanced on further fiscal support.
  • Without additional support, unemployment could have hit 13.5% under scenario 1 (four weeks in Level 4), while scenarios requiring more time in Level 4 showed a peak of 17.5%-26%.
  • New Zealand’s underlying strength means the economy can bounce back to be $70 billion larger by 2024 than in 2019.

So, the best outlook we are dealing with at the moment is an increase in unemployment to just under 10 percent, and some commentators have pointed out this number is already a reality for Māori. So! What does this all mean? And what effect will Covid19 have on the economic system in general? To get some idea, Lillian Hanly rang Rod Oram. They started off by talking about the figures but ended up talking about Capitalism more generally.

Bus Ownership Model w/ Ben McFadgen: August 16, 2022

New legislation will see councils directly own and operate public transport services, a move which Transport Minister Michael Wood claims will alleviate worker shortages and give local authorities greater flexibility. 

The changes will see the existing, long-running operating model be replaced with a Sustainable Public Transport Framework.

Emily spoke with New Zealand Bus and Coach Association Chief Executive Ben McFadgen about the changes.

Using A.I to Forecast Respiratory Disease Outbreaks w/ Dr Steffen Albrecht from the University of Auckland: 23 October, 2024

Recently, a study was conducted at the university of Auckland analysing the use of A.I in predicting the prevalence of respiratory disease outbreaks during flu seasons in Aotearoa.

Forecasting models are essential for hospitals in predicting admissions and subsequently allocating resources and beds.

However, during peak flu periods, and, most notably the height of the COVID-19 pandemic, hospitals across Aotearoa have been largely underprepared for respiratory disease outbreaks, hence why experts have called for improvements to be made to traditional forecasting models. 

Oto spoke to Dr Steffen Albrecht, a Research Fellow at the School of Computer Science at the University of Auckland and author of the study, to talk about the study and how A.I could help disease forecasting models in hospitals across Aotearoa.

Free School Lunches, Congestion Charging, and Changes to Free Bowel Cancer Screening w/ Te Pāti Māori's Takutai Kemp: 10 March, 2025

The coalition government’s free school lunch programme has faced significant criticism from various groups and individuals. 

This follows the remodelling of the previous programme, the Ka Ora Ka Ako programme, to, in what ACT Party Leader David Seymour says, save taxpayers over $100 million and fix food wastage.

However, this current model has resulted lunches arriving significantly late, plastic having been found melted into food, and students describing the food as “bland,” and looking like “prison food”.

Responding to the criticisms facing the current model of the free school lunch programme, in an interview with Newstalk ZB, Prime Minister, Christopher Luxon, says those complaining should “make a Marmite sandwich and put an apple in the bag.”

For our first weekly catch with Te Pāti Māori for the year, News and Editorial Director and Monday Wire Host, Joel, spoke to Takutai Kemp about how she is viewing the lunch programme, and her opinions on Luxon’s recent remarks regarding the model.

We also spoke about the Land Transport Management (Time of Use Charging) Amendment Bill first reading in Parliament, and Te Pāti Māori being the only party not to support the Bill, and the changes to free bowel cancer screenings by changing the age from 60 to 58, which would result in scrapping the pilot programme that would have allowed Māori and Pacific people free screenings from age 50.

But first, they started off by asking her about how the party is feeling about the current state of the government’s free school lunch programme.
