International: Hurricane Fiona tears through Caribbean and Puerto Rico

The Caribbean and Puerto Rico are facing catastrophic effects from Hurricane Fiona.
The island is dealing with massive floods, infrastructural damage, and water service has been cut for over 800,000 people.
While there have been no deaths reported from the hurricane, Puerto Rican officials say "it is too early to know the full scope of damage."
Authorities are still working on rescues and evacuations, and Hurricane Fiona has moved on from Puerto Rico to the Dominican Republic.
